3. Type of project, size of building components, site, and construction area.
This was a unique project. The library expanded the size of the existing structure by adding a 19,125 sq. ft. new third floor children’s area and a two story entrance and quiet study area to the north end of the two story building. Additionally, a first floor expansion to the west under existing concrete overhang was used to add 875 sq. ft. of staff area. The new third floor was a steel framed structure on top of the poured concrete column and beam with waffle deck slab. Walls were brick veneer over structural metal studs and a unique metal mansard roof at the top and bottom of the walls where they set back from the second floor roof. The three additions, totaling 23,500 sq. ft. and complete remodeling of the 44,000 sq. ft. of the first and second floors were all completed while maintaining full operation of all library facilities. Public access was controlled through complete site fencing, enclosed projected access tunnels and safety barriers within the building. In addition, city budget capital spending constraints forced the project to be planned and bid as two separate and distinct phases which had to meet spending caps in each year of the project, with the possibility that work could be stopped after phase 1.
4. Scope of service performed.
Quasius Construction was selected as construction manager for the project, including pre-construction services of preparing preliminary cost estimates and reviewing progress drawings, for value engineering services and final bid documents. We were responsible for developing work scope sections, all aspects of bidding, review of bids and preparation of contracts. During construction we provided full time on-site project supervision and project management control from our office. All work sections were competitively bid under state of Wisconsin Public Work Statutes. We acted as an agency construction manager and did not self perform any work.

Quasius Construction was selected as construction manager from 6 firms who all had submitted detailed proposals. Three firms were further interviewed during the selection process.

11. Constructability review: Could the original design be built within the original budget?
The preliminary design estimate showed that the project could not be built within the original budget designated by the Library Board. This caused the Library and Design/Construction Manager team to review and price other options and space allocations. The final plan reduced the size of the north entrance addition and eliminated the basement. The new children’s area was moved to the third floor eliminating all major remodeling on the lower level and staff relocation. A new third elevator was added to handle the added traffic to the third floor children’s area. Before we went to bid, we had a revised project that met the Library’s needs and was priced out within the budget parameters set by the Library Board.
12. Value Engineering considerations incorporated into this project.
Besides the re-estimating of several building scenarios to reduce the project cost, we suggested and priced several changes in the basic material components to minimize costs associated with replicating the exterior look of the existing structure and the new additions.
